Here, you need to know that Memoji should be created in Messages app first and then you can apply it to FaceTime, because the created Memoji effects will be available in FaceTime on iOS 12.
Memoji Should be Created in Messages First Before Applying to FaceTime in iOS 12
Step 1. Open Messages app and select the ‘Animoji’ icon, which looks like a little monkey.
Step 2. Scroll all the way to the right until you see the "+" button and tap it. Then you will be able to create your own Memoji.

Step 1. Open FaceTime app on your iPhone or iPad and start a call.

The steps of adding stickers or filters are in the same way as the previous steps you add Memojis and Animojis to FaceTime in iOS 12.
Step 1. Open FaceTime app and start a call.
Step 2. Click on the star-shaped icon and you will see plenty of stickers and filters in the list you can apply to FaceTime in iOS 12. But here note that the ‘Animoji’ icon is the first one in the list. Then scroll through the list to click on the ‘Sticker’ or ‘Filter’ icon to choose the right one you want to apply.
