This is a commonly reported problem. Don’t worry if you are unable to open links in Safari, Messages, Email and other apps on their iPhone iPad running with iOS 9.3. Here are the fixes:
Fix 1: Disable JavaScript in Safari
This is the primary solution you can follow up to fix the issue:
Go to: Settings > Safari > Advanced > Tap on JavaScript to turn it off.
This fix will let you open the links on Safari with JavaScript disabled. You should keep in mind that this trick only works for Safari, not Mail and Messages.
Fix2: Clear the history and Cache of Safari
Remove cache and history from Safari.
Go to Settings > Safari > Advanced > Website Data > Remove All Website Data.
Fix3: Force reboot your iPhone / iPad
Sometimes, a reboot can save the day. So give it a shot!
Fix4: Change Search Engine from Google to Bing
Some reports suggest that changing Search Engine from Google to Bing will save the day. Give it a try,
Go to Settings > Safari > Search Engine > Select Bing (the fault selection is Google)
Fix5: Replace Safari with Other Browser
If you are alright with other browsers like Google, Firefox which let you open all kind of links, you may consider switching to one of those browsers
